Both are Zen 4 on socket SP5, so the platform — memory channels, PCIe generation, NVMe topology — is identical. The core design is what differs, and it decides which one is cheaper per unit of your work.
Full Zen 4 cores with the larger L3 slice and the higher sustained clock — 2.9 GHz base on the 9254, 3.1 GHz on the 9554. This is the right silicon for Postgres and MySQL primaries, game servers, single-threaded batch jobs, hypervisor hosts selling vCPU by the core, and anything where p99 latency is the metric your users feel.
Zen 4c trades peak clock for core count: 128 cores per socket, 256 in the dual configuration, at a 2.25 GHz base. When your workload is many independent, modest processes — containers, CI runners, per-PR preview environments, web front ends, scrape and render farms — density wins and the cost per concurrent job drops well below a Genoa box.
Both ship from the same racks with the same network and the same 1 Tbps of DDoS scrubbing. The difference is bandwidth per core and price per core.
